It is an ancient technique, allowing the user to channel the power of sun energy by using controlled breathing. Liquids conduct Hamon energy particularly well (it can be seen as visible ripples in a body of water), especially oil. It's mainly used against vampires, zombies, and other undead creatures, though it can also be used against normal humans. It will stop a normal person's heart with a direct and intentionally channeled blow. Against vampires and the like, it will burn them on contact and can easily kill them. It can be channeled into objects to be utilized by the user in their own fighting style. Caesar specifically uses soap bubbles as his vector to channel the Hamon.
For Zodion, he will be at his strength before he and Joseph trained with Lisa Lisa. This means that while he's an effective ripple user, he can't do too much harm and can't use his significantly stronger attacks that he developed for his battle against Wham.
Personality: When Caesar is first introduced, he is shown as a showy womanizer. He likes to flaunt his Hamon abilities in front of Joseph just to annoy him. He wants to make sure that Joseph knows who the superior Hamon user is. He also wants to make sure Joseph knows that Caesar will be the one getting all the ladies because he's a gentleman and not a brash loudmouth. He puts on an air of cool, collected confidence constantly. Later, it's revealed that Caesar is a very proud man, mostly concerning his family. His family name and family lineage mean a lot to him and whenever someone demeans it, he reacts verbally. He's also very prideful of his abilities as a Hamon user.
He dislikes Joseph at first, feeling he's being forced to work with someone far beneath his level. Joseph didn't even know about his own grandfather until a few months before, a fact which irritated Caesar more. He felt like Joseph didn't have a dog in the fight against the Pillar Men. He has an active dislike for those that are half-assed or loudmouths. As an example, when they first meet, they get into a fight. Caesar is frustrated with Joseph's inability to accurately control his Hamon abilities and wants to show he's superior. When Joseph tricks and ultimately gets the better of him, he gets more frustrated with him. There are a few other notable fights they get into, mostly over personalities clashing. Before Caesar's untimely death, he and Joseph get into a particularly bad verbal fight, ending with Joseph insulting Caesar's family line. This turns into a physical altercation before Caesar storms off.
Eventually, he does come to respect Joseph because of how quickly his abilities grow. He learns to appreciate the other's strange method of thinking and doing things. Shortly after they met, they got into a fight with the Pillar Men and were hopelessly outclassed. Joseph starts showing off to get their attention onto him, then, after he's beaten, looks like he's crawling away. Caesar sees this as Joseph abandoning him and the other noncombatant with them and grows angry with him. He realizes shortly after, though, that Joseph is making a distraction so the other two can get away. His anger turned to a hint of respect. He even realizes that he starts to think like Joseph when he helps connect a Hamon-connected rope of icicles that the other used to keep himself from falling into a chasm. He isn't really sure how to feel about this, but he feels that their partnership is a benefit to their fight.
He is also very prideful of his family name and heritage, though he had to regain this pride after his father abandoned Caesar and his siblings at a young age. He acted out with criminality. He found his father again and followed him into some ruins. His father didn't recognize the boy as his son, but still saved him from a trap and sacrificed himself. He knew that his grandfather had sacrificed himself to give his Hamon ability to Joseph's grandfather. He knew he had to live with meaning to fulfill the name that was given to him. He dies in a fight against one of the Pillar Men and, instead of expending all of his Hamon power on his opponent when he knew he had lost, he channeled his final bit of energy to give Joseph something that would save his life.

"Zodionlogs" Third-Person Prose Entry: Caesar thought he had charged into the hotel after Wham. He thought he could have taken out one more obstacle between himself and Cars. But no, now he was somewhere new, somewhere he'd never seen before. His first thought upon waking went straight to the Pillar Men. An ability he didn't know about? What could it be? He kept his guard up as he examined his surroundings.
His first order of business was to investigate the sharp pain on his hip. A mark...? How did it even get there? Unless Joseph had suddenly gotten a lot sneakier, there was no good explanation for this. Frustration started to set in as he made for the exit.
He stopped by the podium and picked up the letter. As he read through it, his emotions became more conflicted. He had a duty to his family, to Joseph, and to his master to defeat the Pillar Men before they enslaved humanity, but now a new duty crowded that out. He couldn't just say no to this. The world couldn't wait, though...but neither could this one, judging from the sound of the letter. Caesar found himself distrustful of the source of the letter, but couldn't let that stop him.
The Hamon had been given to him to help protect and defend mankind. The warriors trained to use it had an obligation. Did that obligation stop just because he was no longer at home? No...He couldn't, in all good conscience, walk away from this. He could still bring pride to himself, his abilities, and to his family name. Even if Lisa Lisa wasn't here, he had a feeling she would approve of this.
...Though there was the nagging thought that now, with him not being at home, the fate of the world rested on Joseph's shoulders. It was time to resolve the matter for the Twelve. As quickly as humanly possible.
